EBSU Layout Allottees Call for Immediate Issuance of Certificates of Occupancy

Beneficiaries of land allocations in the Ebonyi State University Pocket Layout have appealed to Governor Francis Nwifuru to facilitate the issuance of Certificates of Occupancy (C of O) for their plots. Despite meeting all the required criteria since 2022, the allottees claim their titles have been delayed due to bureaucratic bottlenecks.

The allocations, approved during Governor Nwifuru’s tenure as Speaker of the State House of Assembly and formalized under Ebonyi State Law 007 of 2021, Section 19 (pages 48 and 49), have yet to see corresponding C of O issued. The EBSU Layout Allotees Association revealed that the State Surveyor General has withheld beacon numbers for the plots, citing a lack of authorization from higher authorities.

In their petition, the group urged the governor to mandate the Ministry of Lands and Survey to release the beacon numbers and expedite the process of issuing the certificates. They also requested action to remove trespassers occupying the allocated plots illegally.

“Your Excellency, we kindly ask for your consent and signature on the Certificates of Occupancy to be issued to all allottees in the Ebonyi State University Pocket Layout,” the petition read.

The group expressed frustration at the prolonged delay, noting that efforts to resolve the matter through inquiries have been unproductive, prompting their direct plea for intervention.
