In a bold critique of Nigeria’s urban planning system, Dr. Chinedu Okoro, newly appointed Ebonyi State representative at the Town Planners Registration Council of Nigeria (TOPREC), has blamed regulatory agencies for the increasing rate of building collapses and planning failures—especially in Ebonyi.
Speaking in Abakaliki shortly after assuming office, the Abuja-based town planner emphasized that the core problem lies not with builders or politicians, but with the institutions responsible for plan approvals and monitoring.
“Politicians and builders are not the root cause of the building collapse cases we keep seeing. The regulatory bodies must be held accountable. If those who are supposed to approve building plans do not do so on time or at all, what do you expect?” he said.
He explained that bureaucratic delays, lack of enforcement, and weak institutional frameworks have discouraged developers from adhering to proper procedures. In many cases, builders are forced to begin construction without approvals due to excessive wait times and unclear processes.
According to Dr. Okoro, Ebonyi is not exempt from this challenge. He revealed that several local government areas in the state are already grappling with poorly planned layouts, unauthorized structures, and inconsistent development patterns. He pledged to work with the state government to correct the errors and bring the state in line with national planning standards.
As Ebonyi’s voice in TOPREC, Dr. Okoro said he is committed to making the state a model of planning excellence. He also expressed appreciation to Governor Francis Nwifuru for entrusting him with the role.
The state chairman of the Nigerian Institute of Town Planners (NITP), Mr. Ude Nnachi-Ukpai, also spoke at the event, lamenting that town planners in the state often face public hostility, including insults and physical attacks while carrying out their duties.
“Our members face intimidation and even physical abuse in the course of enforcing regulations. This must be addressed if we want to see real change,” he said.
Dr. Okoro assured that with improved collaboration between planners and the state, Ebonyi can achieve safer, better-planned communities across its 13 LGAs.
