Ebonyi LG Service Commission Organizes Capacity-Building Workshop for Council Chairmen, Key Officers

The Ebonyi State Local Government Service Commission (LGSC) has wrapped up a three-day intensive capacity-building workshop designed to strengthen governance and improve service delivery across the 13 Local Government Areas in the state.

The training, organized in partnership with Noble and Brown House Management Consultant Ltd., brought together council chairmen, treasurers, Heads of Personnel Management (HPMs), Heads of Works, and officers in Planning, Research, and Statistics (PRS). It was held at the commission’s headquarters in Abakaliki.

Declaring the workshop open, the Commissioner for Local Government and Chieftaincy Matters, Hon. Uchenna Igwe, represented by Barr. Peter Edeh, praised the LGSC for hosting what he described as a timely and impactful training. He urged participants to apply the skills gained to improve grassroots governance.

Barr. Edeh announced that the state government will create a Department of Food and Nutrition in every LGA, following troubling assessments from UNICEF and the World Bank, which ranked Ebonyi among Nigeria’s most malnourished states. He noted that Governor Francis Nwifuru has already mandated urgent action to curb the crisis.

He added that the workshop aligns with the Governor’s People’s Charter of Needs agenda, now adopted at the federal level, stressing that efficient local government systems are essential for development.

Chairman of the LG Service Commission, Chief Romanus Nwasum, represented by Arch. Augustine Nwechara, commended Governor Nwifuru for approving the workshop and prioritizing workers’ welfare. He described the administration’s commitment as unprecedented since the state was created.

He encouraged participants to convert the knowledge gained into improved service delivery across LGAs.

Workshop chairperson, Barr. Oby Okenyim, explained that the training covered modern project planning, feasibility studies, costing, and project execution. She emphasized that these skills would enable officers to deliver people-centered projects and ensure accountability in the use of public funds.

Also speaking, Dr. Pascal Kanu, CEO of Noble and Brown House Management Ltd., stressed the importance of community engagement in project planning to prevent project abandonment and wastage.

Participants, including council chairmen and senior LGA officials, expressed satisfaction with the workshop. The Chairman of the Conference of Principal Officers of Ebonyi LG System, Chief Moses Oshibe, said the training had broadened their understanding and would significantly enhance service delivery. He also commended Governor Nwifuru for clearing outstanding pensions and gratuities owed to retirees.

Council chairmen from Ikwo, Ohaukwu, Ezza North, and Ezza South described the workshop as timely and pledged to implement the lessons learned to improve productivity and project outcomes.

The three-day event, themed “Integrated Strategies for Project Concept, Feasibility Studies, Costing and Project Management,” ended with the issuance of certificates and the adoption of a communiqué by participants.
